Today we have published Public Priorities for Higher Education Funding in Scotland: Findings from a Citizens’ Jury – the full report bringing together the methodology and thematic papers released earlier this year.
The Citizens’ Jury was commissioned by the Carnegie Education Fund and delivered in partnership with Ipsos, who led the design, facilitation and analysis of the deliberative process. Over six weeks, 19 people from across Scotland examined the purpose and value of higher education, the pressures facing the system, and the difficult choices that may be required in the years ahead.
This final report consolidates the Jury’s discussions, evidence sessions and conclusions, offering a rare, deliberative insight into how informed members of the public think about the future of higher education funding. It highlights the priorities, principles and trade‑offs that jurors believe should guide decision‑making at a time of significant challenge for the sector.
To support the launch, we will be hosting a free webinar on Thursday 25 June, 13.00–14.00, where we will explore the Jury’s key themes and consider what they might mean for the future of higher education funding in Scotland.
